Welcome to The District
We are located in West Odessa, Ector County. Although we operate under the name Ector County Utility District, we are not governed or funded by Ector County. The District is governed by a Board of Five Directors. The District is a municipal utility district operating pursuant to Chapters 49 and 54 of the Texas Water Code.
The districts water supply is purchased from the City of Odessa. The City's water supply is from the Colorado River Municipal Water District. The District purchases approximately 49 million gallons of water monthly to supply approximately 5,200 customers. It is the responsibility of the District to maintain the operation and maintenance of the existing water system and to connect new customers to existing waterlines. The District prides itself in maintaining reasonable water rates and low maintenance and operation tax, the downside to this is the inability to provide water to all of West Odessa. The average cost for one mile of waterline is $1.5 million.
The District is committed to managing and protecting the water resources of the district. The District was created to help maintain sustainable, adequate, reliable, cost-effective, and high-quality source of water to promote vitality, economy, and environment of the District. The District will work with and for the citizen of the district and cooperate with other local, regional, state, and county governments to expand the water service of the district.

Employ safe work practices to always ensure worker and public safety and strive for no on-the-job reportable injuries each year.

To operate the regional water system in accordance with chapters 49 and 54 of the Texas Water Code.

System Operation and Maintenance

Maintain and upgrade the regional water system to ensure it reliably supplies and delivers water in accordance with the needs of our customers.

Employ preventative maintenance practices to preserve the infrastructure in good working order for as long as possible, but also invest in infrastructure upgrades and improvements when it makes financial and operational sense to do so.

To promote the culture of service, the District needs to establish effective customer contact and feedback that captures comments, compliments, and complaints.

Real-time communication to optimize work orders and keep operations running smoothly.

Perform work in a cost-conscious manner at all times to ensure the lowest possible rate for our customers, consistent with the public health, service, and reliability goals of the District.

Plan maintenance and operation projects for the subsequent year during the annual budget process.

Develop a long-term infrastructure operational and maintenance plan to ensure the District's water system can reliably serve existing customers for the next 50 years.

Work diligently to protect the District's water system-both quality and quantity, by ensuring a positive working relationship with regulatory agencies.

Description of Area
The Water System area is approximately 42,460 acres (about 66.4 square miles). The area includes roughly 9,800 acres (nearly 15.3 square miles) within ECUD’s current service area and almost 32,660 acres (approx. 51.1 square miles) of ECUD’s projected service area. ECUD’s projected service area contains all West Odessa and is defined approximately by the following four significant roadways:
